Late in 1226, Praeco Talion will send out invitations to an Extraordinary Tribunal for the Summer Solstice of 1227. This will take place of the 1229 Tribunal, as well as deciding which three issues the Tribunal will send to Grand Tribunal. This will be the first Grand Tribunal that Stonehenge will be represented in nearly a century, the last time being 1129.

Logistics
- Since the entire covenant will be traveling to the Tribunal, Neanne has introduced a motion to have the mandatory Summer covenant meeting ahead of time (June 15 instead of June 20) and to let the covenfolk have their customary feast on the normal solstice day (June 21)
- The distance from Nova Semitae to Blackthorn in the south of Wales is roughly 100 miles, according to the Redcaps
- Travel is expected to take up to 5 days (20 miles/day) to travel to Blackthorn (June 16-20)
- Pre-Tribunal Activities start whenever enough people show up and run until the evening of June 22nd
- Tribunal begins at sunset on June 22nd and is expected to last for 2 nights
- Post Tribunal Days and travel back home is June 24-29
- For Obscurus Ignis: This period will run through these signs: Gemini (Air, June 16-20) and Cancer (Water, June 21-29).
Other Activities at Tribunal
- Draag of Blackthorn organises the Bjornaer gathering which resembles a pagan midsummer festival. Very secretive.
- Edward of Milton, of Schola Pythagoranis, organises a Jerbiton gathering, which is a large formal dinner party, followed by a masquerade ball. Largely attended by Jerbiton, with the occasional 'civilized' guest invited to attend. Nearly every attendee has the Gentle Gift and impeccable manners.
- Scintilla of Burnham will be running the Flambeau Melee once again with invitations going out broadly to all magi inviting them to participate.
- Neanne of Verditius hops to organize a small colloquium for the scholastically-minded members to give lectures, share knowledge, and otherwise discuss magical theory and methods with other members. Due to a historical debacle in the Tribunal, the number of Bonisagus magi in the Tribunal is very low, so this event is not very well attended.
- A general seller's market for enchantments, potions, books, longevity rituals, vis, and anything else magi will trade pops up. Very informal.
Tribunal Issues
Session 1: External Tribunal Issues
- Grand Tribunal Ruling
- Establishment of the Covenant of Epiacum
- Following the Extraordinary Grand Tribunal of 1226 at Habitancum, the Tribunal has been ordered to establish a covenant to house Quaesitores at Epiacum as well as to bring the the Tribunal Quaesitorial count up to at least 8. The Tribunal will need to decide on the funding of the covenant, vis resource claims, and a plan to train at least two Quaesitores by 1261.
- PROPOSAL: Obscurus Ignis has proposed that an initial fund of 20 pawns from Tribunal fines, plus 1 pawn per covenant per year for one Tribunal period to fund the covenant.

- Procedures in Dealing with the English King
- Blackthorn requests that no covenant or magi have direct dealings with the English King without first going through the Tribunal's representative at the English Court (the Proctor). (Note: This Tribunal representative is currently a magus of Blackthorn.)

- Julia of Jerbiton requests that Tribunal Representative at the English Court follow the process similar to that of the Proctor of the Roman Curia: that the representative of the Tribunal's magi should be:

- Gently Gifted or well-trained enough in the new Parma fold to blunt their Gift penalty
- A Quaesitor or Quaesitor-approved (i.e. versed enough in Hermetic Law to know where the law butts up against mundane and Church politics)

- At the 1222 Tribunal, Phessalia of Merinita charges that magi of Nova Semitae have violated the Code by exhibiting blatant magic in Wales (Viking Ghosts adventure) (Magni, Obscurus Ignis). The case was remanded to the Quaesitores for investigation.

- Serving as a Court Wizard, Interference with Mundanes
- Fredigisa of Guernicus, Quaesitor v. Geoffrey of Jerbiton
- For the blatant use of magic in constructing of building at the behest of Lady Angharad of Powys Fadog. DISMISSED.
- For the blatant use of magic in constructing a keep at the behest of Sir William of Cornwell. DISMISSED.
- For the blatant use of magic in constructing roads benefiting the domain of Lady Angharad of Powys Fadog. DISMISSED.

- For serving as a Court Wizard in the court of Lady Angharad of Powys Fadog, Geoffrey of Jerbiton presents an ongoing threat to the stability of the Order in the Tribunal as he will be inclined to serve as a Court Wizard. This will prompt other nobles for the services of our sodales to counter Geoffrey’s presence.
- CASE WAS RESOLVED IN PRIVATE HEARING WITH CHIEF QUAESITOR. GEOFFREY OF JERBITON FOUND GUILTY.
- PUNISHMENT: 10 pawns of vis, due before the next Tribunal.
- NOTE: Due to the high potential for further violations, the covenant and Geoffrey of Jerbiton in particular, will be under heightened scrutiny to ensure compliance with the Code regarding mundanes.
- Interference with Mundanes, Endangerment
- Trutina of Guernicus, Quaesitor v. Lumen of Jerbiton
- Due to the deaths of several relatives in a bloody struggle for power, Lumen of Jerbiton, now known as the Baroness Plenham (mundane name, Sarah of Oxford) has inherited a noble title owing to the death of all heirs with stronger claims. Due to ancient nature of the barony, inheritance is not restricted to male heirs and Lumen of Jerbiton has claimed the title by right of descent. There exist claimants more distantly related. At question before the Tribunal is whether or not magi may serve as lords in their own right; if so, does this endanger the Order as other nobles will grow jealous of the power of a magus and pressure other magi to perform tasks in order to maintain the balance of power, thereby bringing ruin upon our sodales when they refuse?

- Cathaoire Ex Miscellanea, Quaesitor v. Sonnus of Flambeau
- Cathaoire Ex Miscellanea, Quaesitor, will report on the Wizard's March against Sonnus of Flambeau. Hoplites of Stonehenge, including Aduro of Flambeau and Perditia of Flambeau successfully hunted down and executed the former magus Sonnus in 1223.

- Parsifal of Mercere's Report
- Parsifal of Mercere will report on the various cases of fines being owed to the Tribunal from the last session being satisfied or not
- Phessalia of Merinita owes 20 pawns total from two separate fines
- Eiryln of Merinita owes the Redcaps two items to avoid or deal with angry fae

- Tribunal Procedures
- On the Creation of New Covenants
- Blackthorn requests that the Tribunal have the deciding vote on the creation of new Covenants within its borders, and that no Covenant may be created without the sponsorship of an existing covenant, or the Tribunal.
- Counter-proposal by Obscurus Ignis of Flambeau:
- Covenants may sponsor new covenants and be responsible for them. They must ensure they are adequately funded and that if the child covenant is fined, they are held responsible for ensuring the fine is paid. After two Tribunal periods, the sponsoring covenant can 'Gauntlet' the child covenant and emancipate it. A Quaesitor can be brought in if emancipation terms cannot be reached. While the child covenant is sponsored, they are answerable to the parent covenant. This must be stated in their Charter.

- Julia of Jerbiton v. Talion of Flambeau, Praeco
- Julia of Jerbiton requests that Tribunal sessions be relocated to another location rather than be held at the Covenant of Blackthorn. She is proposing Stonehenge, given its significance to the Tribunal.
- DISCUSSION: Stonehenge itself has been nominated as the location of future Tribunals. The site should be explored for suitability and reported upon by the next Tribunal.

- Obscurus Ignis of Flambeau proposes a process which would require the Praeco to hold a vote for an issue that has been tabled multiple in successive Tribunals. The goal is to not allow a Praeco to 'pocket veto' an issue by indefinitely putting it off.

- Immanola, Primus House Ex Miscellanea v. Talion of Flambeau, Praeco
- Immanola, Primus House Ex Miscellanea once more declares that she is the eldest magus of the Tribunal and by tradition ought to be Praeco. She charges that Talion of Flambeau has usurped her position as Praeco and demands a vote to have him removed and her reinstated as Praeco of the Stonehenge Tribunal.
- ISSUE RENDERED MOOT
- IMMANOLA EX MISCELLANEA entered Final Twilight after delivering a prophecy to the Tribunal. The prophecy has been recorded into the Tribunal Record.
Grand Tribunal Issues
The following proposals are suggestions for the three issues to send from Stonehenge to the Grand Tribunal.
- Selecting of the Representatives for Grand Tribunal
- Candidate profiles
- Magi who are bidding to represent the Tribunal and present at Grand Tribunal will announce themselves and how many pledged ballots they have. The magi with the three highest counts shall be nominated to the representatives.
- STONEHENGE ATTENDEES ELECTED: ADURO OF FLAMBEAU, JULIA OF JERBITON, GOLIARD OF TREMERE
- Stonehenge Tribunal v. Loch Leglean Tribunal
- Proposed by Phessalia of Merinita, Voluntas
- Given the actions of certain lowland covenants in Loch Leglean Tribunal and the inexcusable inability or desire of the other covenants to hold them their Oath, Stonehenge Tribunal requests formal censure of all Loch Leglean magi and covenants. Stonehenge requests reparations for 162 years of Oath-breaking in the form of a fine of 162 pawns per covenant to be paid to the Stonehenge Tribunal and distributed to Stonehenge covenants.

Given the actions of certain lowland covenants in Loch Leglean Tribunal and the inexcusable inability or desire of the other covenants to hold them their Oath, Stonehenge Tribunal requests enhanced Quaesitorial investigations and prosecutions of lawless magi. Request that no fewer than five Quaesitores - with no fewer than three from Stonehenge Tribunal - be stationed in Loch Leglean and rotated on a regular basis after every Tribunal. Loch Leglean as a whole will levy vis resources on themselves in order to support these additional Quaesitores until the Quaesitores or Stonehenge Tribunal believe they are satisfied the raids will cease.Proposal withdrawn due to decision of Extraordinary Grand Tribunal of 1226.- ISSUE DISMISSED AS MOOT
- Inter-Tribunal compact
- Proposed by the Redcaps of Stonehenge
- The 1208 Tribunal holding of Stonehenge regarding magical silver be adopted at an Order-wide level to level playing field for all magi.
- "No covenant may put more than a reasonable amount of magically created silver into circulation in a year. A reasonable amount is two (Mythic) pounds of silver per magus."

- Quaesitorial Minimums
- Proposed by Obscurus Ignis of Flambeau, Nova Semitae
- Given the rulings of the Extraordinary Grand Tribunal of 1226 that set a standard for minimum Quaesitores in the Stonehenge and Loch Leglean Tribunals by 1261, Obscurus Ignis of Flambeau argues that all Tribunals should be held to the same standard.
