Yep. Partly to bring it more in line with Shadowrun, partly because this is how global politics emerged after a big war on Earth, and partly because with other races pitching in everything they could (the list of War Assets includes things like a Volus dreadnought and bomber fleet, Elcor flotilla, Hanar and Drell forces) -- it just wouldn't be the same to go back to the same old, 'OK, thanks for your militaries, now back to your voiceless position!' politics it was before.

Makes total sense to me. I'm sure there are some Turian and Asari who aren't so happy about it though. On a semi-related note, which choice are you going to use for the Rachni in your history? It would be interesting if they were on the General Assembly. On a similar vein, do Specters still exist? Are they still Counsel special forces?

I'm largely going with Paragon options here, so the Rachni Queen would've survived and contributed to the building of the Crucible. I'm planning to have her doing her own rebuilding in a remote part of the galaxy ("beyond the Rachni relay"), but with limited participation. She might send a more palatable representative (like that asari you meet on Illium in ME2) just so she's not completely isolated. Much like the krogan, she's smart enough to know that it's easier to manage your image if you participate in society. As a purely meta yardstick, the major powers are those who contributed more than a couple of hundred points in War Assets if all the quests were completed. Everyone else is 'member' status on the Council.
For the sake of continuity, Spectres will still exist largely in the same form the have been. They answer to the Council and troubleshoot things the Council doesn't want to send a military to do.
